The translation can be done by anyone competent in both languages. See the format I copied here. The " certification " is simply the statement you see here. This has been used many times & is accepted by USCIS.

Just to add, the US Embassy in Tokyo has provided nice templates for translating either the short or long ("fancy") versions of the Japanese marriage certificate.

Anyone competent in both languages *can* do the translation. They have to be willing to sign their name, and supply their address/phone number. It should be printed on company or official letterhead whenever possible. It is best to get a notarized copy, but not required. I work as a translator and I know people who have had applications rejected because they didn't include correct translations of their documents, so if you have any doubts, just hire someone. Having to pay another $$$ to submit the package again isn't worth it.

No need for anything on company letter head. my wife translated things her self and signed herself to them. and it was approved. so yes you can do them yourself. ( if you can )

Just a caution. There are countries like China, where USCIS and the Consulate require that translations be done by a specific Chinese Government agency. This is contrary to USCIS published instructions but required just the same. When a translation is really a "transliteration" from another alphabet, there can be exceptions. For "transliteration" only a country specific answer is reliable.

There are many translation agencies available which provide their services for converting one document to another. you can search them on Google, newspaper and directories. But be careful before hire a agency.
