I have a card with Chase. I was able to just log in to the online site and add an authorized user without giving anything but a name. Both of our cards have the same number so it is clear that we have 1 account but his card has his name on it. I didn't have any trouble- sorry it's such a hassle for you!

I'm also a Capital One Cardholder and I added my wife who also has no SSN. The online form to add an authorized user requires a social security number to submit, but the service agreement says:

Also, an authorized user does not need to be of a minimum age, a U.S. citizen, or a U.S. resident.

Non-US citizens/residents don't have SSNs, so I sent a PM with the other requested info and saying my wife doesn't have an SSN and they immediately issued the card. Good luck.
