Is DS156 needed in Juarez, Mexico (appt is Thursday)

Hi, My Fiance in in Juarez, Mexico and has her consulate appt on thursday. We are confused because NOWHERE in the instructions did it say to fill out DS 156. I have read that ds156 was replaced by DS160 online, but that DS160 was only for nonimmigrants, and that the DS260 is intended to replace all that. If you go to the DS160 page, it says at the bottom to "click here" if K1 visa. I'm so confused. I think the DS260 replaced the 156 and that people are still filling it out just because it says so on VJ, but I could be entirely wrong. Did anyone go to Ciudad Juarez, Mexico this month or last month? Did they ever ask you for the DS156?

Timeline

He will need to fill and print out 2 copies of DS-156 and one of DS-156 K (don't fill this one, just print it out). Also tell him not to sign them, they will be signed in front of the employee at the consulate.

I guess he already filled the DS-260 online. He would need the confirmation page as well.
