DCF is only available in countries that have a USCIS field office in the country. If there is no USCIS field office in a country that a petitioner is living in, the the petitioner will have to send the petition to the lockbox in Chicago. For petitioners who are in the situation of having to send their petitions to the lockbox from abroad (and this is regardless of how long they have resided abroad) and they use their foreign address on the I-130, then it appears USCIS is adjudication these petitions quicker than normal.

It just might be random. From personal experience, my wife lived with me for 2 months, we used foreign address and also mentioned it in an additional cover letter that she will be residing here with me until xx/xx/xx date and all the correspondence should be directed to this address. Petition was sent to Chicago Lockbox yet there was no expedite and case was forwarded to CSC. So my guess is, it does matter how long the USC has been living abroad. Just my guess.
