Please Help Need Rwandan Police Clearance

Timeline

My Fiancee is trying to get Police Clearance or a Certificate of Good Conduct from Rwanda where she is currently living. Please advise her where she needs to go and what she needs to ask for. She has had no luck at the local Police. HELP!! Interview next Month.

Police Record

A comprehensive national-level criminal record (Extrait du Casier Judiciaire), or its English-language equivalent (Criminal Record Clearance), is issued by the Prosecutor General's Office (Parquet) and is available at the Ministry of Justice in Kigali. This document states that the named has no pending criminal or genocide charges against them in Rwanda. It can also be requested via the Rwandan Embassy in Washington. The French and English records are equivalent; only one is necessary. There is no other criminal history document routinely available in Rwanda.
