There was someone on here a few months ago who was in a similar situation. I want to say they had an uncle in Moscow who got the cert for them. I don't remember.

I would send her to the Russian consulate/embassy with $100 first. See where that leads. If she has to waste more than four hours there, find someone in Moscow who can do it for the lowest fee. Shouldn't be a problem. They go to the main police station, request the printout and mail it to her.

This shouldn't take a trip to Moscow or several thousand dollars. Maybe a hundred bucks for the right person but that's about it.

I live in Moscow right now and found it very easy to obtain. I just went to the MVD (Ministry for Internal Affairs) after someone on VJ directed me there. It took a few weeks and it was free! Don't go to the local station as that's when you get stung!

Failing that, the Russian Consulate in your fiancee's country will provide a service to obtain the necessary records (the Russian Consulate in the UK, for example, advises that it takes somewhere between 2-4 months for them to obtain it on your behalf), hence removing the the need to 'bribe' someone or to provide a 'limited power of attorney' to someone sketchy!

A police background check in the city/country where she's registered would be plenty fine.

I used a company to help me obtain mine - I was never registered in Moscow per se either - just Moscow region but have never actually resided there, regardless, they background check went through just fine, they check records for my place of birth, as well as where I'm registered. If you need their contact info. I probably still have that somewhere, but I'm not sure if they work outside of Russia, I'm sure she could find a similar service back home though.

At the embassy, they don't really care about the certificate itself, as long as there's no mention of a criminal record on it, they won't even glace twice at it.

Our timeline:

01/11/12 - Submitted I-130s to Moscow USCIS in person

01/12/12 - Had interview with Moscow USCIS officer to establish bonafide marriage

01/12/12 - I-130s approved and passed to US Consulate

01/13/12 - IV Unit in Moscow received approved petition

01/23/12 - We received confirmation that I-130s were approved by USCIS

01/24/12 - We received package notification from post office

01/26/12 - Picked up "package" - notifications from IV Unit with case numbers

01/26/12 - Set interview date online

02/01/12 - Passed medical exams

02/02/12 - Received police record

02/09/12 - Interview... APPROVED!

02/13/12 - Visa delivered

02/23/12 - POE Chicago

Where is that place? My wife has to go there soon. I'm hoping that the certificate is valid for about 6 months, so she can get this done before we get the appointment. That will make things a lot smoother.
