question about NVC

Hello Everyone I have two questions I hope you can help with,

1. My wife filed the I 864 for her mother and I filed the I 864a as joint sponsor. Is that the only for I need or do I also need to fill out an original I 864 as well?

2. When I did this process with my wife we filled the ds 230 and than they sent it to Guatemala where they asked us to bring the police certificate and medical and birth certificate....

When I paid the ds 230 fee it said to gather and send the birth certificate and police certificate with photos to the NVC, did this really change?
