Timeline

No. They are about the same speed. The thing is no one from VSC comes here to update and tell us their NOA2. I can not rely on VJ to tell me everything, because it just show a tiny part of the whole number of petitions sent in. NOA2 takes 4-6 months on average. For those they get it less than 4 months, how lucky they are.

The VSC has slowed down and the CSC is now the shinning star!

this is a fact.

you can thank all the protected status cases that hit the VSC back in late March and May for the slow down.

Timeline

Well, from what listed on USCIS website for both service centers is 5 months as their goal to process the K1 visa petition. So sometimes people get NOA2 less than 5 months or 5 months plus. No one can give you the exact or certain date that your case will be adjudicated, so forget about which center is slower or faster...as long as they will work on your file.
