It actually doesn't. It depends on USCIS's workload and which desk your case landed on, whether it was a fast reviewing officer or a slow reviewing officer.

I'm not entirely certain about that though. During the slog through CSC there were some definite patterns to who tended to fly through CSC faster than others and there did seem to be a possible link to the beneficiaries country. Of course, we all know that correlation doesn't necessarily equal causation. That said, I wouldn't be surprised if the service centers are generally organized into groups who do certain regions. It would only make sense to avoid endless "Is this really a marriage document from country X?" type questions. Such organization alone could lead to patterns of speed and/or slowness.

Getting really frustrated! NOA2 date of 2/27 and still waiting for a case number... I call NVC daily. :(

Yea I called them this morning and still nothing, it's frustrating. But in retrospect we did not just wait just over six months at USCIS to give up on NVC after just two weeks right! We'll get it this week!

Please somebody correct me if I'm wrong in my conclusions but there is something I don't understand. The DS-3032 is sent out in an email format as if it was a normal "INQUIRY" because it is sent to "NVCINQUIRY@state.gov" and as such it's treated and processed in the same order as any other email they get right?

Ok, so this is what I don't get. Call me dumb or whatever you wish but it just doesn't make sense that I sent an "INQUIRY" on Monday 3/5/12 and received a reply Thursday 3/9/12 ... but sent another "INQUIRY" the very following day Tuesday 3/6/12 and no answer as of today. So from one day (Monday) to the next (Tuesday), it has taken them almost 5 business days to get to that second email?

There is no way! Somenthing just doesn't look right knowing how quick NVC moves with things.

It could be possible. But I'm from Canada and it took 5 months to get our NOA2. All my documents were in English, and are similar to American documents. According to your logic, it should have been extremely easy to verify documents and should have flown thrown CSC.

i think USCIS tries to balance diversity in US by slowing down on certain countries and not on others.

In anycase, so paid my AOS bill yesterday, still IN PROCESS in the payment portal.

Good thing is that at least it is showing as Processing transaction on my bank account. So i'm happy about that.

I meant just include a paragraph about it on the cover letter.

Including a sticky note next to the question on the DS-230 would probably also be a really good idea in case the reviewing officer doesn't read the cover letter (which is quite possible).

Going through my old notes from last year when i thought i was on K3 path, i read that i had to submit I-134 AOS

but now that i'm on CR1, I need to instead submit I-864.

Am i correct?

There is that. There were also cases where people from the UK and such also inexplicably slowed to a crawl. In any case, they clearly have some serious load balancing issues. Of course, being the government there is no incentive to sort it out and fix the issue. As I used to say in the CSC July thread: "They get to go home to their families at night, so why should they care?"

That's the general sentiment everyone feels about it...

Perhaps, I'll work for USCIS and NVC and re-haul everything to make it more automatic, thus speeding up the process for everyone :D
