Very strange reason to refused to issue the PCC!!!

I applied for re-issue passport thru PSK under Tatkal, I got it in 48 hours in my hand. It just took 2 days! That is it! :)

Hi iwaiting. I am assuming you are female. Just curious. Did you have to reapply for the passport for the same reason? Also, how long did it take you to get the PCC and the police clearances?

Our IV fee bill was processed on the the 1st of March, so now we are just sitting on this wasting time, when in fact, our case should have been closed by now. But because we did not anticipate that the PSK would ask for a new passport with my last name, now we don't know how much it will take for all of this to be completed.

Plus this would mean that the DS-230 will prolly be with her new last name and the I-130 in the old one. So this may open up a whole new can of worms.

Turns out that the PSK refused to issue the PCC because the wife hadn't changed her last name yet. So now she has to apply for a new passport under the Tatkal seva. So our process has now gotten delayed by another 2 weeks.

That is weird, it should not matter if your wife has changed the last name or not.

She is asking for PCC for that passport number, as long as the US embassy has no issue in accpeting it they should not have any problem in issuing one..... but its India some of these officals are really bad not knowing enough.

By the way, I am male.

I applied PCC in Nov, 2011, and was granted same day. It took around 4 hours in their office. It was nice experience esp my passport was having different state address.

For Passport, I applied for re-issue in Dec, 2011 to add my spouse name/new mailing address. Overall, process was smooth. Thanks to PSK! :)

I personally don't know if it may make a trouble if she use her new last name in DS-230, and I-130 has old name. Since she would have old/new passport in hand, so she may explain easily to CO at the time of interview. But I don't have experience in this.

PS - You only need PCC from PSK. That is it. You don't require any local police station PCC.

Here's what you should do. Go to google and type Passport Seva Kendra. It will open up a website, wherein you look for PSKs in Delhi. To make it easy for you, here's a list of PSKs in Delhi.

PSK GurgaonGurgaon

Landmark: Galaxy Toyota Showroom, Opp. Hotel Premier Inn(3 Kms from Madhuban Chowk towards Karnal Bypass)

Check the nearest PSK, for that's where you should be going for your PCC.

First, go to the website I mentioned. On the right hand side, you'll find online application filling. Create an id there and proceed with filing for a PCC online. You can choose an appointment date and time. Once this is done, on the day of the appointment, go to the PSK with a copy of your passport biographic page as well as the original passport. If the address on your passport is different from your current place of residence, you need to carry address proof with you. At PSK, the maximum wait time is less than 2 hours. When you leave, you'll have a Passport Clearance stamped on your passport as well as two Police Clearance Certificates with you.

This is all you need. You don't need to get any further PCCs from local police stations.

Okay, this is getting really confusing. In your earlier post, you mentioned that you need a police clearance certificate from the passport office and don't need one from the police. Now you are saying 'submit one PCC with IV package, and bring 2nd one at the time of interview', so there ARE two clearance certificates then! Could you clarify this please?

Also, I have contacted the NVC two times and they have told me the exact same thing - that you need to submit both certificates, one from your local police station and the other from your regional passport office before the case can be closed, so could you clarify your comment 'submit one PCC with IV package, and bring 2nd one at the time of interview?' Have you spoken with anyone at the NVC, who asked you to submit only one to them and the second at the time of the interview? Divya Rao, also posted on this thread indicating that we will get two certificates from the PSK, one from the PCC and the other from the local police.

This is getting really confusing. We are applying for a CR-1 visa.

I believe what he means is that local passport officer will issue 2 exact copies of PPC, atleast that's what they did for my wife when she went to her local passport office for PCC. So I just had her send me one copy in snail mail so I can submit to NVC and take other copy with her during the interview time. Not 100% sure if PCC is also required from local police station. Perhaps someone else on this forum can comment on it.

From the US Embassy in New Delhi's website:

IF the applicant is residing in India and his or her Indian passport was issued within past 6 months AND is 16 years or older, THEN the applicant needs

a police certificate from Passport Office Certificate.

IF the applicant is residing in India and his or her Indian passport was issued more than 6 months prior to visa application AND is 16 years or older, THEN the applicant needs a police certificate from Passport office and the district police office serving the applicant's place of residence.

So I think it would depend on how long you have had your passport. Has your wife had a passport for less than 6 months? If yes, then she would need a certificate only from her passport office. Mine has had her passport for a few years now, so I think she would need both clearances, though now that she has to apply for a new passport, I am thinking she may end up requiring just one (from the passport office)..

My wife will be going to Mumbai consulate. Her passport will be 6-month old in 10 days (March 20th). For Mumbai Consulate, it only mentions about needing PPC from passport office. I remember few months ago, that it said obtaining both if passport was more than 6-month old. I guess the embassy, more specifically Mumbai Embassy are now just requiring PPC from passport office. I also checked http://travel.state.gov/visa/fees/fees_5455.html?cid=9215 website and it also mentions only PCC from passport office.

Yes, if you are obtaining a fresh passport for your wife and it will be less than 6-month for the interview date, then you should be good with PPC from passport office.

3. Please determine from an official source, eg document checklist site of US embassy where interview will take place, whether you need just the clearance from the local passport office or both.

4. For above you have to fill in something called form 2 (available online) and submit to local/regional passport office, along with passport, current photos and two proofs of residence eg electricity bill etc.

5. The police clearance itself consists of a document issued by the Govt of India, Ministry of External Affairs, Regional Passport Office and bears the heading POLICE CLEARANCE CERTIFICATE. It reads "There is no information against XYZ holder of Indian Passport No ABC..... which would render him/her ineligible for the grant of travel facilities including visa for: (the name of the country eg USA). It will be signed by/for Regional Passport Officer and bear the stamp of ministry of external affairs.

6. The passport will have a stamp headed 'Observation'. The stamp will include 'endorsement#' (same as the ref no. on the above document), date and 'P.C.C. issued for'..... (the name of the country eg USA). Again it will be signed by/for the regional passport office and bear the stamp of ministry of external affairs.

7. The original #5 (the document) will have to be submitted to NVC along with the other documents like birth cert etc.

8. The NVC checklist (for my parents) read: "10 - PASSPORT POLICE CERTIFICATE A"

which referred to the above stamp in the passport.

Some forums/sites state all applicants >16yrs holding passports >6months also need a certificate from local police. We went through many anxious days as my parents were told that police clearance consisted of one document + stamp in passport, nothing more. That is, nothing from any police station.

I am posting this in case anyone else faces the same dilemma.

I called NVC twice this week. They mentioned that PCC is not required for BMB cases at NVC stage. However, a PPC from passport office is required at the US Consulate during the interview time. Does anyone else confirm this.
