quesntion about interview schedule

According to P4 letter sent from NVC, my wife's CR1 interview will be held on 3/27. However, on the CSC visa information service website, i could not find the interview schedule in her account.

Is it the way it should be? do we have to schedule the interview on 3/27 by ourselves?

For IR-1/CR-1 cases, the interview date will not show up on the CSC site (when you sign up for a DHL location). Only K1 visa applicants will see their interview date as they have to sign up for it. In your case (and mine), NVC scheduled the interview date.
