A few years ago I heard the same thing on a Caracol Radio interview where the US ambassador was encouraging Colombians to apply for tourist visas because they were giving less denials. Not true at all, their denial rate is still at a 90% and nothing has changed, which makes me think they were just trying to get Colombians to pay the fee for a visa that they were probably not going to get anyway, it's all about money. However, keep in mind that it's a ####### shoot, some people may have all the evidence in the world and be denied, others may go there with nothing and are approved, so it's very hard to predict the outcome. I have cousins who were in the same position as your sister and were flat out denied, the CO didn't even care to see the evidence they had brought with them. On the other hand, my best friend was also in a similar situation and was given her visa without questions and without looking at the evidence. So you just never know.

The best thing to do is to go to the interview expecting to be denied so the blow is not as painful. If she's denied, everybody was ready for it, but if she's approved, then it's a great surprise.

Out of curiosity, what documentary evidence can 'prove' the intent of an applicant??? A bank account? (no) A job letter ? (no) a title deed? (no)..anything else you can think of that when presented, is absolutely 101% proof that the applicant will not remain in the US and not work illegally??? Which document(s) prove that? I cannot think of a single one...because there are none. If there were, such documentary requirements would be part of the laws and regulations controlling visa issuance....and after perusing the INA recently, I found no such mention of any specific documents that would overcome 214b. Of course, I could be wrong.....so let's hear from any of the 'visa experts' out there who might have a different opinion.....

The thing is that sometimes they do not ask a single paper and I know many people who have a lot of money and strong ties to Colombia and are denied, I personally think they do not take into account the papers and they base their opinion on what they perceive from the person. also they have a number limit of visas they can give during the day. so chances are this is merely luck!!!

Not true....there are NO numerical limits to tourist visa issuance,...there is NO quota....there are only limits in certain immigrant visa categories and H1B and H2B....none for tourists nor students.

Papers, as many people find out, cannot and do not prove the 'intent' of any tourist visa applicant. Money alone is not an automatic qualifier.

The process relies little on luck, but rather how the applicant presents him/her self....if an applicant cannot convince the VO of his/her true intentions, then their application will be denied. Papers have little positive effect on the outcome; fraudulent documents however, can have a severe negative impact on the interview.
