I was checking the USCIS processing time chart, and for California, it says the processing time is 22.9 months effective as of December 2011.

Just out of curiosity, do you believe it? less than 2 years for siblings to become residents of the US?

Processing of the I-130 is only the first step. There is still the wait for an available visa number. It's still a 10-12 years wait for an available visa number according to the Visa Bulletin.

There is no way for a sibling of a US citizen to immigrate in 2 years based on this relationship.

that's only to process the first form, the i130, not to become resident. then the approved i130 is sent to the NVC office or National Visa Center, that's where the real wait begins until the priority date becomes current, the second part begins.

the wait in all is over 10 years.
