Realistic waiting time for F2B visa

My permanent resident Chinese wife has petitioned for her 23 y.o. unmarried son to come to the US. Does anybody have any idea how much time is involved in the process? We have a priority date Dec. 7, 2011. The Visa Bulletin is a little confusing to me because of the time frames. Does it really take 7 to 8 years?! Any information would be helpful so I can give her son some encouragement. Thanks.

a permanent resident will wait about 8 years and he must stay unmarried. If she becomes a USC he could get married and not lose out.

Thank you both for this information, it does clear up the issue. I did not realize that if my wife becomes a USC her son may get married and still be able to come to the US.
