Timeline question - interview and oath on same day?

I've noticed in the timelines (I looked at September filers, for example) several people indicate they took their oath the same day as their interview. Is this common? Does anyone know why some people are able to do this and not others? At least one person did this in our local office (Seattle).

Just curious.

Also, I haven't seen this anywhere else...what if someone fails the interview? Does the process start all over or are they allowed to retest?

By failing the interview I actually meant failing the Civics portion. Not the interview.
