Not going to happen!

Unless there is some type of waiver granted that you two can't meet for cultural or religious reasons (arranged marriage) your out of luck.

Meeting in person is the major requirement to get approved at the USCIS level. Unless you have a convincing financial hardship or cultural reason prohibiting you to meet your finacee, it will be really impossible to get approved.

Good luck

Since you haven't met in person at least once in the previous two years prior to the date the petition was filed, it will not be approved unless it can be shown why it would not be possible to have done so (her simply being unwilling to go to Pakistan will not qualify for an exception to the in-person meeting requirement).

Religious waviers only work when it is forbidden to even meet with other people are present. It isn't for when you can't be alone prior to marrying. I don't ever recall one for fiancial reasons being approved.

This will not be over quickly. You will not enjoy this.

This could be their situation in Pakistan. We don't have enough info to make that call.

Granted its almost impossible to get a waiver, but if it's an option they should at least be given the info.

We met online as well, we still met in person first. It's one of the requirements.

It's basically impossible for you to waive the requirement for meeting. Financially isn't a choice because the USC need to prove they can financially support their fiance/e.

You basically need to prove it's physically impossible to meet. You need to prove that you can't meet in a third country somewhere. People HAVE successfully waived the requirements but it was stuff like the USC was in a wheelchair and unable to leave the country and the foreigner was unable to get a visitor visa (had to apply a certain number of times for a visitor visa) to the US and stuff like that.

yes there were resones for not meeting in person. religious and social

Great ! Does your petitioner have an immigration attorney, and was the waiver sent with the Petition?

Waivers are extremely difficult to get approved, but it is possible if you have theproper documentation. An attorney would be a good idea since this would be a difficult thing to attempt on your own.

That is not correct :

Pursuant to 8 C.F.R. 5 214.2(k)(2), the petitioner may be exempted from this requirement for a meeting if it is established that compliance would: (1) result in extreme hardship to the petitioner; or (2) that compliance would violate strict and long-established customs of the beneficiary's foreign culture or social practice, as where marriages are traditionally arranged by the parents of the contracting parties and the prospective bride and groom are prohibited from meeting subsequent to the arrangement and prior to the wedding day. In addition to establishing that the required meeting would be a violation of custom or practice, the petitioner must also establish that any and all other aspects of the traditional arrangements have been or will be met in accordance with the custom or practice.
