Living in Australia for 6 months to receive police report?

I was told that my fiance has to have lived in Australia for 6 months prior to being able to request a police report, is this true? He returned to Australia after living in America for a year in Sept 2011. Also, it says something about requiring a police report for any place outside Australia if he live there longer than 12 months. He was in America for a few days shy of 12 months, would he still need one to be safe or do you think it will be ok?

Untrue. Here are the instructions for police certs in Australia: http://travel.state.gov/visa/fees/fees_5455.html?cid=8957#docs It says nothing about residency.

No one needs a police report from the US because USCIS does their own background checks in the USA.

Thank you. I have another question. On this site: http://www.***removed***/immigration/police-certificates.html It says that if you live somewhere in australia for less than 6 months you don't need a police report from that locality, but if you have lived elsewhere in Australia for more than 6months then you will need a police report from that locality. He lived in Adelaide for more than 6 months prior to living in the US with me, and will have lived in Melbourne now for 6 months in mid March. No matter what he needs a police report from Adelaide, but if packet 3 gets sent back before mid march, will he need a police report from Melbourne? Will they ask for it at the interview when most likely he will have been there for at least 6 months? I'm not sure whether he should get both just to be safe.

Also do you have to be in Adelaide to get the police report or can it be sent? Thanks!
