Who still offers DCF?

I have been scouring the web and I can't seem to find any information on which countries/consulates still offer DCF. I'm currently living in Japan and am hoping that we can file for a CR1 through our local embassy, but it's looking like that's not the case. (I would attempt to contact the embassy, but they are apparently charging horrendous fees for phone calls and emails now)

Thank you! One more probably dumb question: the office that has "jurisdiction over immigration benefits" for Japan is located in Korea - as a Japanese resident and a Japanese citizen, are we able to submit directly to the South Korean embassy if we were to make a trip there? I am assuming it is only intended for Korean residents/citizens, but I am a firm believer in grasping at straws...

No

To answer your original question, see this list of overseas USCIS field offices. If a country is on this list, DCF is possible provided the petitioner is eligible to file this way. If a country is not on that list, then the petition must be sent to the Chicago lockbox.

I think you'll find that they don't have jurisdiction for I-130s, only refugees, etc.

Don't fret though. Lately, people who have filed I-130 at the Chicago Lockbox with the petitioner residing abroad have been getting approved in a few weeks. This is to make up for lack of DCF. Make sure you put your foreign address on it, and don't pretend you live in the US.
