States need to get it together and stop creating situations where new legal immigrants can't properly begin their lives upon arrival. And this goes way beyond buying a bottle of wine, obviously.

States are really behind on some things. We tried to get a state ID for my wife shortly after she arrived here, she had not yet received her green card but the document list DOL requires has not kept up with CBP current procedures in regards to temporary green cards. Furthermore, agents of state agencies can be utterly clueless when it comes to what a recently arrived needs or doesn't need in terms of documentation. I don't fault the individual because I consider a training issue more than anything else.

My wife got a Minnesota ID without a green card or EAD. She even converted the Minnesota ID to a drivers permit before getting either card to. At least my state hasn't changed to being anti-immigrant, by not allowing ID or driving before they get the EAD or green card. I'm not expecting it to last though. The longer the federal congress leaves us with a broken immigration system, the more local politicians are going to use it to their political advantage to pass laws restricting all immigrants to make it hard on illegal immigrants.
