"passport that is valid for travel to the United States"?

This may be a stupid question, but what exactly does this mean? Of course my fiancee's passport is not "valid for travel to the United States" because she doesn't have a visa yet! She's Russian and there's no visa waiver program for Russia.

Or do they simply mean unexpired with a minimum number of months/years on it? (not a problem since it's new).
