Correct. Department of Homeland Security. Once you get your EAD then you can have that " for work only with approval" bit removed, since the EAD is the approval.

It used to say "not valid for work without INS authorisation" but INS no longer exists as of 2003 - it (sort of) became DHS (Dept. Homeland Security) which includes USCIS, ICE and CBP.

You can only get the "not valid without" part removed with a green card, EAD won't allow you to have it removed
