So do I have to mail all that to the NVC or no?

You don't mail anything to the NVC. Again, you were sent the WRONG information for a K-1. You were sent information for a spousal visa. The info you received was for those that are already married, not those trying to get a fiance(e) visa. You need to straighten that out.

All the info for Juarez and a K-1 visa were in the links I gave you before.

Lol I Know. But I'm Saying That Because When I Was Doing the Ds-260 It Said To Mail Out Some Documents

That is most likely because the DS-260 is really not for a fiance(e) visa, which is why the only choice you can really go with on that form is spouse, even though you are not married yet. I am not sure why Juarez chose to start using that form for a K-1, but they did.

ignore the forms (they are generic and not always specific to a certain visa or country) and follow the instructions on the website.
