Hi everyone,

It's me again...I hope somebody can help me out with this

one.

as per : http://www.irs.gov/businesses/small/international/article/0,,id=96493,00.html for Claiming Exemptions...

does this mean... That I can declare my child as my dependent for filing my taxes here in the US even if she is residing in the Philippines?

No you can not claim your child still in the Philippines as a dependent. The part you highlighted, refers to "spouse."
