G's was at the Embassy, it was back during that period where you could only get visas at the Embassy and not the consulate. He had to go all the way to London, then a month after he got his visa, they started issuing them in Edinburgh at the consulate again.

Incorrect conclusion.

Once again, an individual will always receive a Visa in the Consular Section (An office) - within the applicable Embassy or Consulate (General).

All Embassies and Consulates do not offer Consular Services, but most do.

This factual information is backed by my work in over 125 Embassies and Consulates, in over 63 countries.

Not always. Kiev has both an US Embassy AND an US Consulate. The Consulate is where the visas are done. We learned this the hard way....we walked to both.

How far apart are they?

Fine line here, I think. But although the consulate in Kiev may be located in a separate building and on separate grounds from other sections of the embassy, I expect that it is still functionally a part of the embassy.

Bangkok is the same way - the consulate building is on separate grounds across and maybe a hundred or so yard down the street from the embassy proper, in the Embassy Annex.

The physical location of the Embassy and the Consular section are separate in Kiev.

Embassy:

American Embassy, Kiev

A Consulate would not be located near an Embassy. This concept seems difficult to understand, however I will keep writing about it until everyone has it.

Dec 20 2004 : NVC sent DS 3032 to beneficiary, copy of DS 3032 & I-864 fee bill to petitioner

Jan 3 2005 : Petitioner received copy of DS 3032 and I-864 fee bill. Post-marked Dec 23rd.

Jan 11 2005 : Beneficiary received DS 3032 in Indonesia

Jan 31 2005 : Sent DS 3032 to NVC

Feb 8, 2005 : NVC received DS 3032

Feb 21, 2005 : IV fee generated

Feb 25, 2005 : Sent I-864 fee bill

Feb 28, 2005 : I-864 fee bill delivered to St Louis

Mar 3, 2005 : IV fee bill received

Mar 7, 2005 : Sent IV fee bill

Mar 9, 2005 : IV fee bill delivered to St Louis
