For packet 3 i need to fill out the two different ds156 forms do I need to use the link provided on the website and submit electronically because when I tried to use the link provided after filling everything out online it wont let me press continue without saying there is an error with the connection

Yes you have to fill out the DS-156 which is electronically filled out and then when you click continue it provides the form you can print out and also save as a PDF. If your connection is not reliable to to a library, internet cafe or frinds house to do it and save it on a USB flash drive to print the form out later. Good Luck.
