LA County OKs $1,000 Fine For Throwing Football, Frisbee On Beaches

LOS ANGELES (CBS) — When you head down to the beach for a little fun this summer, county officials want you to leave the pigskin at home.

The Board of Supervisors this week agreed to raise fines to up to $1,000 for anyone who throws a football or a Frisbee on any beach in Los Angeles County.

In passing the 37-page ordinance on Tuesday, officials sought to outline responsibilities for law enforcement and other public agencies while also providing clarification on beach-goer activities that could potentially disrupt or even injure the public.

The updated rules now prohibit “any person to cast, toss, throw, kick or roll” any object other than a beach ball or volleyball “upon or over any beach” between Memorial Day and Labor Day.

Exceptions allow for ball-throwing in predesignated areas, when a person obtains a permit, or playing water polo “in or over the Pacific Ocean”.

However, during the winter off-season, the new rules will be relaxed.

Officials warned that any activities that could potentially harm “any person or property on or near the beach” should not be allowed during the peak summer season.

Your kids could also end up costing you big bucks: the ordinance also prohibits digging any hole deeper than 18 inches into the sand except where permission is granted for film and TV production services only.

Ok sorry for that visual, it is just an example. I really do not throw frisbees at the beach anyway...but I could!

These regs sound crazy when I think of our local, almost deserted, beaches. But then I remember being at those southern California beaches in the summer with the wall to wall people and I start to understand the need for such rules. I doubt you would be so derisive if you got whacked in the head with an errantly tossed frisbee or football while relaxing at the beach! Just as 'good fences make good neighbors', reasonable rules may make for safer and more pleasant public beach experiences for such populous locales.

Oh, I get it. Run off the PEOPLE with stupid regulations! Could work.

As a trade off they could allow topless bathing suits which would negate much of the angst from being whacked by a frisbee. One may not even notice the frisbee. Yes, as usual it seems that removing regulations could do more to improve the beach experience than adding them.

It turns out that it's still safe for Frisbee lovers to head out to the beach. And no, there's no $1,000 fee for being caught tossing one.

Footballs too, according to a post on the website of a county supervisor.

In fact, according to county Beaches and Harbors director Santos Kreimann, rules for the recreational activities are actually more lenient now.

It was all, apparently, a big misunderstanding.

According to Kreimann (and posted on Supervisor Zev Yaroslavsky's website) a new ordinance was approved this week that spells out for the first time when Frisbees and footballs are allowed on county beaches. They're allowed during off season and with a permit.

"The activities were actually outlawed before to prohibit some knucklehead from acting like an idiot on the beach," Kreimann said.

The bad information (which appeared on the Daily Breeze website) apparently started with a local television station. It was then picked up by the Drudge Report with the headline "LA County Approves $1,000 Fine For Throwing Football, Frisbees On Beaches."

The county has received calls on the matter from around the world.

The new law does give the county the right to ticket people who are misbehaving or aren't following the rules. But the first offense isn't a thousand bucks. It's more like $100.

But Kreimann doesn't think many people will be ticketed.

"We don't ticket anybody for throwing a ball on the beach, as long as they're doing it responsibly," he said.As for the $1,000 fines, those do exist, but only for certain activities, like shooting weapons, not wearing clothes and swimming during hazardous conditions.

The revisions to the ball-playing section of the ordinance were prompted in part by the growing popularity of sports like beach tennis and beach soccer, which are now permissible under certain conditions, according to Yarovslavsky.
