Help! Does it have to take that long??!

My husband and I have all the documents on the checklist cover letter done except for 1 troubled piece of document, the police certificate from Germany. My husband used to live in Germany for 10 years. He lost all his IDs and docs while moving to Vietnam and could not retrieve them back, therefore, when this requirement came up, he went to the German Embassy of Vietnam but they told him they do not do this without his identifications. He then went and seek for help with the IOM (International Organization for Migration) and they agreed to help but for a combined fee of almost $2000USD. That was beginning of October and it's been almost 5 months! Does it really take that long? Did we do something wrong? Can anyone help me? we started this sponsoring process 2 years ago, my son is almost 2.. :( please help!

From googling it, you don;t need to go to the embassy, you need to apply in writing:

Former residents of Germany, no longer registered in Germany, can apply for the police certificate directly at:

Bundeszentralregister,

Auslandabteilung,

Neurenberger Str. 16,

10969 Berlin

Phone: 030/25388

Processing time: three to four weeks.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

The issue is if we apply in writing, my husband can only provide his name, dob, and Vietnamese identifications. Are those enough for them to pull his file up because when we try to do it at the embassy, they couldn't find him(p.s. he doesn't remember his German id numbers).Do you think I should make a trip to Germany myself and act as a power of attorney for my husband to request the document?

A friend of my mom had a similar situation. All he did was went to the Japanese Embassy in Vietnam, they made him fill out a form, and 2 months later a sealed letter was sent to USCIS. He never got a hold of it. I'm just worry they wouldn't let me apply..
