Denied for missing divorce decree- reapply or appeal?

At the risk of being harsh, the issue that you have seems to be following directions. If you don't send any documentation, you don't get an RFE—you get denied for failure to provide initial evidence.

RFEs can be for one of two things:

  1. Missing initial evidence: If you omitted one required document, you'll probably get an RFE for it. But any omission of the required initial evidence listed in the instructions is a potential cause for denial. Omit ALL the required initial evidence, and you're begging for a denial.
  2. Additional evidence: The adjudicator determines that more information is required to determine eligibility for the requested benefit. For example, if you just submitted a couple of photos as evidence of meeting in person within the last 2 years, you'd likely receive an RFE for additional evidence specifying dated documentary proof such as boarding passes, hotel receipts, etc.

Improved USCIS Form G-325A (Biographic Information)

Form field input font changed to allow entry of dates in the specified format and to provide more space for addresses and employment history. This is the 6/12/09 version of the form; the current version is 8/8/11, but previous versions are accepted per the USCIS forms page.

Well I will admit that my ignorance Has led to this. From your post it seems like this is more than I anticipated. It does make sense however. Should I even bother calling them or just refiling the petition? I looked at that petition over and over again. Didn't know I needed all of the other things besides my divorce decree... This is patience is the obvious here!!!

So just called them and spoke with a tier 2 officer, he stated to me that if it was denied its really up to the reviewing officer if there is any missing original documentation to make the decision.. they call it skeleton filing, just to get your petition in and the submit the supporting documentation. Anyways I'm just gonna refile it. 630$ they won't be getting.

You obviously didn't read the instructions for the I-129F from start to finish. There is a LOT of information required (photos, birth cert copies, divorce decree copies etc) and it's ALL listed in the instructions.
