Beneficiary change of address - TO A NEW COUNTRY!

Hello!

We have already submitted our I-129F form and it has been received, processed and sent to the Vermont Service Center. I have received my NOA1 and we're waiting on the NOA2. However, since the NOA1, my fiance is going to be moving from Dubai to Canada. I tried calling USCIS national office to ask if we need to notify the Vermont office of the address change and they told me not to do anything until our I-129F is approved. However, that does not seem right to me.

We're trying to avoid any time-costly errors or problems (since you all know how difficult the waiting time already is for this!!) so I thought I'd turn to my friends at VJ and ask your advice. I've read other forum posts that say they have sent a letter to their local service center with the receipt number, petitioner and beneficiary's names along with the notice of change of address and consulate.

Has anyone else run into this issue before? Should I wait until the NOA2 is received or would you recommend sending the letter to my service center?

1/7/12 - I-129F Sent to Dallas Lockbox

1/10/12 - Package delivered!

1/12/12 - Notice that package is being forwarded to Vermont Service Center

1/17/12 - NOA1 received!! Notice Date 01/11/2012

6/13/12 - NOA2 APPROVED! 5-months to the date of them receiving it.

6/21/12 - NVC Received (I think, I called on 22 early morning and it had an NVC case number already). Assigned an Abu Dhabi case number. Asked NVC what I needed to do to change consulates and followed the procedures exactly as they told me.

6/29/12 - NVC sent our case to the wrong consulate even though I followed every procedure to notify them of change-of-address

6/29/12 - Emailed both Abu Dhabi and Montreal to request transfer to the correct consulate (Montreal)

7/16/12 - Frustrated by no reply from Montreal, I contacted my local congressman asking for help

7/18/12 - Phone call from rep of the congressman offering me help, very nice people!

7/24/12 - Thanks to local congressman's help, Montreal officially requesting case from Abu Dhabi (one month delay but at least we're back on track)

8/06/12 - Abu Dhabi officially received request from Montreal

8/22/12 - Received Packet 3 email from Montreal. Started gathering final documents

9/14/12 - Received e-mail from Montreal to hold on to our Packet 3 because our case is being forward to Vancouver (GRRR!!!! MORE TIME! But lucky because we were sending packet 3 papers THAT NEXT DAY)

9/27/12 - Received packet 3 letter from Vancouver.

11/5/12 - Medical Interview (everything's ok, thank god)

11/20/12 - Interview appt at Vancouver Consulate - APPROVED!!!!!! THANK YOU GOD!

Please see below. This is what it says on the email of NOA2:

Your Case Status: Post Decision Activity

On January 10, 2012, we mailed you a notice that we have approved this I129F PETITION FOR FIANCE(E). Please follow any instructions on the notice. If you move before you receive the notice, call customer service at 1-800-375-5283.

You'll need to wait until NOA2, then get in touch with NVC to ask them to direct the petition to the USEM in Canada rather than UAE.

Improved USCIS Form G-325A (Biographic Information)

Form field input font changed to allow entry of dates in the specified format and to provide more space for addresses and employment history. This is the 6/12/09 version of the form; the current version is 8/8/11, but previous versions are accepted per the USCIS forms page.

You'll need to wait until NOA2, then get in touch with NVC to ask them to direct the petition to the USEM in Canada rather than UAE.

Is it really true after filling beneficiary's address in the K-1 forms and when the NOA2 arrives one can contact NVC that the beneficiary has moved to another address and country entirely and it will be granted without causing any problem to the visa process?

I am following the responses to this post as my fiance (the beneficiary) moved last week to a new address/house in the same city but 4 blocks away.

It sounds like I need to wait until our NOA2 is issued then call and inform of the change of address.
