Mailing: Express Mail?

Following came from USCIS website. What is "Express Mail", "courier deliveries"?

Should I use USPS, or it is better to use Fedex, UPS? And what kind of service you used, and how do I tell which one is "Express Mail or courier deliveries" so I know the correct address to use?

USPS owns postal boxes, FedEx and UPS don't go to a post office and say put this in a postal box for me, they are competitors.

In dealing with any Federal agency, DOS, USCIS, FAA, IRS, FCC, EPA, DMV, etc. they always send me original documents or checks via first class mail. Just send copies to these places, so do the same, cheaper, and faster. And send a personal check so I have a record of the transaction.

I sent my packet as I've always done since I'm dealing with USCIS using Priority mail with delivery confirmation to this address:
