Passports for children?

I assume, regardless of age, a child needs a passport.

My fiance somehow has the idea that her 4-year-old son (Ukrainian) does not need a passport.

How in the world would be allowed to travel without one, let alone enter the USA?

He cannot get one. He needs to be added to her passport, this is how it is done in Ukraine. Our 13 year old (when he arrived) was in Alla's passport. The 18 year old had his own.

Have your fiancee add the child to her passport, the childs visa will also be in her passport.

I am sure Gary and Alla can answer this more specifically , but everyone needs a passport.

In a way you are right, but a 4 year old cannot get a passport in Ukraine, they are added to their parents passport, which means he does have a passport, just not his OWN passport.

A child can be added to his mothers passport without permission of the father. You WILL need permission of the father for the child to receive a visa (see another thread running here right now) IF the father is listed on the birth certificate so you need to be preparing for that also. If no father is listed on the birth certificate, she can get a "Certificate of No Father" from ZAGS.

Actually, I checked and according to Russian law, it seems that as of 2011, children have to get their own passports. Not sure about Ukraine.

The OP's fiancee is from Ukraine. Actually I imported a Ukrainian wife and two children and Russian laws have no effect on her or the child. The child cannot get his own passport in Ukraine, he needs to be added to his mothers passport. It is very simple to do.

This will cause absolutely no problems throughout the process. If all goes well the child will have a US passport long before he can get a Ukrainian passport
