319b Expedited naturalisation

Wonder how your situation turned out. Here is my situation:

Current Status: Conditional Resident, married to a US Citizen

Entry into the US: Dec 2010

Date for removal of conditions: Dec 2012

Situation: I have been continuously overseas except for short returns to the US. I reside overseas with spouse, who is employed by a US State University, who is under contract with the DoD to provide educational services

I have filed for re-entry permit and obtained one

Next move was to file N-470 to preserve residency duration for naturalization after 3 years. Again, I have been continuously overseas.

I stumbled upon INA 319(b) on various websites.

USCIS website here specifically makes provisions for active duty members and dependents.

Here and here, there are details that my case may allow me to expeditiously naturalize.

Question: Am eligible for file for naturalization expeditiously based on INA 319(b) based on my case even though I am not active duty member, spouse or dependent, but a DoD Contractor's overseas spouse? Does my situation warrant an expeditious naturalization?

Thanks!
