I have been trying to research this topic but keep getting conflicting information. I am currently at the beginning of the NVC stage applying from Belgium and trying to understand the following:

1) Does the police certificate get submitted to the NVC or do you only need to bring it to the interview? I need the packet 3 cover letter to get a police certificate so if I only need it for the interview it won't slow down my process as we can get it while I am waiting for the interview date. If I need if for the NVC it potentially delays my processing.

2) Do I need to submit DS-230 part 1 & 2 to the NVC or only part 1 and then bring part 2 to the interview?

On the following web link it clearly states I don't need to send originals to the NVC and only DS-230 part 1 but maybe it is obsolete or incorrect:

A lot of other websites say you do need to submit all originals including police certificates to the NVC. Then someone on a forum that recently went through Belgium for a K1 visa said he never sent it to the NVC and only had to show it at the interview. Anyone know the rules of the game on this one or am I just going to have to wait until I receive the information request from the NVC?

K1 and CR1 visas have different processes. For CR1, you do send original documents to the NVC (or copies certified by the issuing authority), and normally you do have to send them all your police certificates too.

CR1 Visa

USCIS STAGE: 16 days No expedite request but USC residing abroad
NVC STAGE: 19 days from case # to case complete
03/27/12: interview at Paris embassy - APPROVED
04/12/12: POE San Diego

ROC
01/15/14: sent I-751 application

05/14/14: received card production notification by e-mail, approval date 05/13

Naturalization

02/01/24: N-400 submitted online; Biometrics reuse notice received immediately online; "case being actively reviewed" after a couple hours

02/09/24: received NOA1 by mail

02/10/24: received biometrics reuse notice by mail

04/08/24: interview scheduled for 05/14. Received "We have taken an action in your case" email.

05/14/24: approved at interview, same-day oath ceremony in San Francisco 🥳 🇺🇸

 

Passport

06/10/24: application submitted at post office for passport book and card, paid for expedited processing and shipping

06/24/24: received email notification that passport was approved, then shipped with tracking number

06/25/24: passport received

Not sure why this would be the case...I've never heard anyone else say that. You should be able to request a police clearance certificate by just giving them your information and the reason why you are requesting it, as this document says: travel.state.gov/pdf/pk3_supplements/BRS-PK3-MULT-0711.pdf

EDIT: Oops, or are you trying to get the police clearance from Thailand? Nevermind.

Yeah, sorry, I figured that out after I initially posted, but you'll see in my edit I linked you to a forum where they're discussing the Thai PCC, and some people said they were able to use a copy of the NOA2 instead of the packet 3 letter to get their PCC.
