The CFO seminar is one of the requirements for those granted immigrant type visas, not B-1/B-2 type. So if you get a immigrant visa, you will need the CFO seminar.

It Is required for K-1 Applicants to go through CFO. it is the law of the philippines. the K-1 is an Non-immigrant Visa but some of the requirements/stipilations are of the Immigrant Visa category so therefore it is processed through IV Section of USEM. hope that helps clear it up a lil?

No she will not in your case. Attending the CFO seminar is a requirement of the Philippine government, before a national

can exit the the Philippines. Flying from Dubai, your fiancee will avoid the need thereof.

However, I am not sure how Philippine immigration will respond when your fiancee (when she does travel back, I know she will be your wife) travels back to the Philippines, then seeks to leave the country with that K-1 visa in her passport and no CFO sticker. Even if the visa was issued from a consulate other than USEM, I have no idea how they would handle that. Maybe someone that has dealt with that issue will chime in.

Maybe having a GC will make a difference, I don't know.
