It is an extortion racket run by the Philippines, operating on the assumption that the little immigrant children need big daddy government to wipe their poopie butts for them. They're going to inform her of things like VAWA, which is available here for free and is also far more accurate and up-to-date.

Be sure and show the proper attitude to the bureaucrats empowered by this law: Thank you daddy dear, I would be lost without you. I am on my knees now for your precious sticker.

The CFO seminar is one of the requirements for those granted immigrant type visas, not B-1/B-2 type. So if you get a immigrant visa, you will need the CFO seminar.

I'm just curious, why K-1 applicants need to undergo CFO seminar? Isn't that K-1 is a non-immigrant type of visa?

It Is required for K-1 Applicants to go through CFO. it is the law of the philippines. the K-1 is an Non-immigrant Visa but some of the requirements/stipilations are of the Immigrant Visa category so therefore it is processed through IV Section of USEM. hope that helps clear it up a lil?

My filipina fiancee is currently in Dubai. If she travels to the U.S. from there, will she still need to do this CFO?

No she will not in your case. Attending the CFO seminar is a requirement of the Philippine government, before a national

can exit the the Philippines. Flying from Dubai, your fiancee will avoid the need thereof.

You bet!

However, I am not sure how Philippine immigration will respond when your fiancee (when she does travel back, I know she will be your wife) travels back to the Philippines, then seeks to leave the country with that K-1 visa in her passport and no CFO sticker. Even if the visa was issued from a consulate other than USEM, I have no idea how they would handle that. Maybe someone that has dealt with that issue will chime in.

Maybe having a GC will make a difference, I don't know.
