It depends and which state you file your I-130. If you sent it to the Chicago Lockbox it would probably end up in Vermont, but if you sent it to the Phoenix Lockbox expect California to be processing your case. The lockboxes are just used for documentation intake and load balancing. It is definitely not based on your "nearest" service center. For example: Myth: I filed in Florida and you would think well "being on the East Coast" the nearest one is Vermont. Fact: Florida filers need to file with the Phoenix lockbox, which in turn forwarded to the California Service Center (all the Way in the West Coast!) ... so figure!

You won't know in advance; you will only find out when you receive notification that your petition has been received routed to whichever service center it is routed to for adjudication.

I think you get the one closest to you. I live in Ohio and thought I would get Texas but just found out I got Vermont. I am glad because it is the quickest of the three.

An I-130 petition is only routed to California or Vermont from the lockbox as those are the only two designated service centers that adjudicate I-130 petitions. The only way Texas would adjudicate such petitions is if an internal decision was made to have them sent there from one of the other two (the most recent time such a thing happened, it became a huge fiasco).

Generally, if you sent the I-130 to Phoenix Lockbox, it goes to California, and generally, if you sent to Chicago Lockbox it goes to Vermont. Generally, the nearest service center to your location.

I repeat generally, because most things about the USCIS seems to be general, but not always the rule. I've seen plenty of east coast filers here get CSC, and plenty of west coast filers get VCS.. So it seems kind of random at times.. As so many things with the USCIS. My wife sent out our I-130 the other day, still waiting on NOA1. I'm crossing my fingers for VSC, although I know since she lives in California it'll most likely be CSC.

The assignment of service centers will probably appear more random for people who filed before January of this year because it used to be that everyone sent their I-130 to Chicago only, and then they would get seemingly randomly assigned to CSC or VSC from there. The whole Phoenix/Chicago thing is new.

Very true. But it still doesn't seem like there is a lot of consistency to it. It's not like Phoenix will exclusively mail to CSC, and Chicago will exclusively mail to VSC?

Just referring to Karalynn here, from NJ who ended up at CSC..
