Only the benefiary signature is needed. I used FEDEX to mail my DS-3032 and it took 2 business days to reached NVC. If the beneciary chose the petitioner to be her/his agent, then

the NVC will notify the petitioner through email or mail with the instruction of Immigrant Visa Bill.

hope this help. God bless

You can always call NVC and give them your email address and your husband's email address. Then ask them to send DS-3032 through your emails (and they've been doing this). Once you get that DS-3032 in your email. Have the beneficiary sign it, scan it, and email it back to NVC. That's it.
