Oh, and we're sending it to NVCElectronic@state.gov instead of NVCInquiry@state.gov, yes?

Hmm, I'm not sure. For China cases, you're supposed to send the optin with the DS-3032 attached to the Electronic address. For regular cases, everyone sends the DS-3032 email to the Inquiry address. But you've already opted in and are just sending the DS-3032. I'm leaning towards the Inquiry address in this case but not sure. Ask Darnell as they should have more insight on this special case.

Yeah, I'm thinking they won't know. Make sure you call a couple of times and ask the same question, then take the majority. Maybe you should send the same email to the Inquiry address as well and cover both bases. Or just wait for a response from the Electronic address.

I have Been calling NVC for a couple of days now and the automated response system says "We have no record of your case number" ... buf they said it had been received yesterday. Will this message eventually be updated? or Is this something I should not rely on?

The AVR doesn't have a message for when the case was received. The first AVR message will be about the case number being assigned. You should be calling an operator though to get your case number and not the AVR as the AVR is always a few days behind.

How long would it take to trigger the IV bill after DS-3032 in the case of EP? I sent my OPTIN email with DS-3032 last Tuesday. So far no IV bill invoiced yet from payment portal. The EP acceptance email from NVC indicated the DS-3032 received. Is there a separate DS-3032 acceptance email?

Right. As Ryan suggested, I only sent it after AOS bill/DS3032 generation in the same optin email with attached DS3032.

Okay, good.. :)

As to how long it would take, that is a good question as I'm (finally) at the same point as well. I would imagine a day or two or so.

Huh... NVC said that the DS-3032 should go to NVCInquiry and that documents should go to NVCElectronic. (@state.gov). They suggested I send it to NVCInquiry, even though I already sent it to NVCElectronic.

I looked back at Ryan's "My EP Experience" thread and it appears he sent his DS-3032 along with the OPTIN bit to NVCElectronic@state.gov. That's what I did, minus the OPTIN part since we're already opted in. I'm afraid if I send it to NVCInquiry@state.gov it'll confuse them and cause more delays. Of course, unfortunately the operators can't tell me anything about whether they've received the DS-3032 or not. So we could end up losing a few days on the IV track simply for lack of information and transparency, which is a recurring theme throughout this process.

Good lord how much I'd pay to be able to talk to someone who has actual information of what they're going to do. In the end all we can do here is guess. Educated guesses based on experience to be sure, but still guesses. :(

Given it could take several days for an apparent error to come to light, since it isn't likely that anyone will even look at the email sent to NVCElectronic for a day or two, I may as well send one to NVCInquiry as well. I just hope it doesn't cause yet another delay while their poorly written system seizes up again. :(

Yup. It might get rejected, but if that happens, then you just re-send it.
