Welcome to the United States government. Over behind this door is where we keep the $3000 hammers. :D

Yeah, it is dumb. I'm still amazed that in 2012 the entire process isn't online and that even sending the forms to NVC is still considered a 'pilot program'.

Thankfully we don't have to mail the forms to NVC and they don't get sent from NVC to GUZ as paper either. In short, we're doing a full electronic process but not with online forms. Just using PDFs and the like.

As fast as this thread is updating, I almost think an IRC chat room is in order... :D

I see, good to know. :) Why are PDFs more acceptable than online forms?? I guess I'm asking for things to make too much sense...

Er... which I-130 documents are you referring to and mailed from where? NVC to GUZ?

Your I-130 package (forms, documents, evidence, etc). When it's approved, USCIS sends it to NVC. And once NVC closes your case and an interview date has been assigned, NVC then sends the I-130 package, the AOS package, and the IV package to the consulate/embassy. In your case, if you do EP, then just the I-130 package is sent from NVC to GUZ.

I think they're saying that PDFs (for EP) is better than snail mailing packages to NVC. Yes, they may not complete any online forms, but their DS-230 is still electronic as a PDF.

Wouldn't mailing the I-130 package from NVC to GUZ incur the hideous delays in customs that add 3 - 4 months onto the process?

blink.gif That is a long delay...

I honestly don't know. Maybe once they find out you're doing EP, they mail the I-130 right away, before a case complete, saving some time. Or maybe they scan the I-130 package and email it to GUZ.

From what I've read else where I believe they scan and send the entire thing.

What would happen before, and still does for paper cases, is the whole thing would be packaged up and sent via DHL (just like everywhere else). When it would hit customs in China, it would end up stuck in a warehouse from anywhere between 3 weeks to several months. The reasons given for the delay varied depending on the phase of the moon and the day of the week.

These days, from what I gather, they are able to open the file in GUZ within a week or less of closing out at NVC.

This is pulling several different bits of information I've read over the last two years. :)

Well, if they scan and send the entire thing, then that should avoid any customs delays.

But with a chat room, you'd have to be there all at the same time to participate. Here at VJ on the other hand, if you're at school or working, you can at least come home and see what you've missed and still be able to reply to other people's posts. Plus, the information here is search-able, so for other users that may have the same questions, it'd help them :)

It's not necessary to do so.

If you haven't already done so, check out my EP thread in the China regional forum, I detailed everything I did when I got to the point you are at now.

Question on DS3032... We just got our NVC number on the 6th of Feb. Its almost sure that the mailed out DS 3032 will not be gotten by my husband due to the ineffective mailing system that we have in Nigeria. I read here that some people can send a modified DS 3032 via an email to NVC. Is that still being accepted and how long do I have to wait before he can email the modified DS3032 out to NVC? Thanks VJ family.

Look at the very first post in this thread, there are a bunch of useful links, among them a template and explanations about how to email the DS3032, it works wonders.

Refer to "LingChe shortcuts" too, you really do NOT want to wait for NVC to send you snail mail!

The first thing to do is call back NVC and ask for your invoice identification number, and provide both yours and your husband's email addresses: then all correspondance will be sent to you both by email.
