My wife received her temporary 2 year green card over 2 years ago, Last week she got her permanent 10 year green card. My question is: To apply for Citizenship can we start counting the 3 year period on the date of her first green card? Or is the 10 year permanent card date?

If you look closely at the 2 yr and 10 yrs cards - they have identical dates for the 'Permanent resident since mm/dd/yy'...

It's the original date of when she became a permanent resident.

yes, for example. my GC issue date is 05/28/2009

I get to file for citizenship 90 days PRIOR to my issue date on my 10 year GC :)

so I file my N400 end of Feb (02/28/2012)

Thanks for clearing that up

And 90 days means 90 days, so on a calendar starting with 05/28/2012 count back 90 days, heck, make it 89 days for the date you signed the application and mailed it in. Hey, we mailed both of ours in first class, seems to go faster, if they have to sign for it, toss it in a pile, and besides, everything we got from the USCIS was first class mail. Also send in a personal check, can see when it is cashed and you have positive proof they received your application.
