Both of you have to fill it out, she does not have to be in the USA to fill out any of the forms or anything.

I'm assembling the I-129f petition,but I have a question regarding the G325A how can my fiance fill the G325A if she's not in USA yet. Does she have to fill this form as well or only me the petitioner? Thanks

Why would she need to be in the US to fill out the form?

Both of you have to complete the form. Have her complete the form, SIGN THE FORM, and mail it to you.

She does not have to be in the U.S. to do this but she does have to sign the form.

JJ and Patty, Thanks for the guide but there are stuff in the guide that required my fiance to fill it up for example:

5. Original statements (from both the US Citizen and foreign fiance) certifying an intent to marry within 90 days of entering the US on a valid K-1

9.G-325A filled out by the foreign fiance(e) signed and dated

10. One passport-type photo (see specification) of the foreign fiance(e). Write the full name of the foreign fiance(e) on the back

so it seems that I need her to send me this material before I begin the process. At least that's how I understood it.

Yes. You both need to fill in the G-325A and you both need to sign them - original signatures. Don't forget to make copies of every form you send in. :)

Yes, she needs to fill out and sign a G325A, needs to print out and sign a letter of intent, and send you a passport photo (US sized 2x2 inches). The signatures need to be originals, so she will have to mail you the items before you send off the I-129F petition.
