Service Centers Crazy Routing!

So let's see, I go on the USCIS website and search for which Service Center would be processing my I-130 before I send it. I punched in my zip code which is in Florida and it says that the Texas Service Center is the one that will be processing it. Next thing, effective Jan 1st 2012, the address for Direct Filing an I-130 changes based on the State you are submitting from. There are basically two options: Half of the States go to the Chicago Lockbox and the other half to the Phoenix Lockbox.

So here we go with this crazy deal! "Florida" which is all the way on the East Coast goes to Phoenix, so I sent my I-130 to the Phoenix Lockbox.

Today, Jan 25th I do get my NOA1 saying that it has been received and "IT IS BEEN ROUTED TO THE CALIFORNIA SERVICE CENTER FOR PROCESSING." So, how in the world does this work? I submit my request from FLORIDA and it gets to be processed in CALIFORNIA (The other side of the country)? Plus CSC is statistically the slowest service center to process petitions. Kind of Happy for getting my NOA1 so fast but somehow sad because it went to CALIFORNIA where it could take a looooong time to process.

Any comments?

11/3/2016: Received email from USCIS-Seoul Office with Naturalization appt set for 11/30/2016

11/30/2016: Naturalization Interview on Naval Base Yokosuka, Japan. N-400 Approved

Moved from IR-1/CR-1 Process & Procedures to USCIS Service Centers forum as topic is about to petition filing locations and routing to a service center for adjudication.

Only the service centers in California and Vermont adjudicate I-130 petitions.

Our journey:

September 2007: Met online via social networking site (MySpace); began exchanging messages.
March 26, 2009: We become a couple!
September 10, 2009: Arrived for first meeting in-person!
June 17, 2010: Arrived for second in-person meeting and start of travel together to other areas of China!
June 21, 2010: Engaged!!!
September 1, 2010: Switched course from K1 to CR-1
December 8, 2010: Wedding date set; it will be on February 18, 2011!
February 9, 2011: Depart for China
February 11, 2011: Registered for marriage in Wuhan, officially married!!!
February 18, 2011: Wedding ceremony in Shiyan!!!
April 22, 2011: Mailed I-130 to Chicago
April 28, 2011: Received NOA1 via text/email, file routed to CSC (priority date April 25th)
April 29, 2011: Updated
May 3, 2011: Received NOA1 hardcopy in mail
July 26, 2011: Received NOA2 via text/email!!!
July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

LOL funny you say that California is slow, when we filed for our K1 last March, Vermont was known as the slow one and California was approving people within 2 months. Later on, Vermont was able to catch up but CSC was still faster. Funny how they work, hopefully yours won't take too long to be approved. Good luck!

Thanks for moving my post to the right forum. There are so many of them that you tend to go to the one you fell fits most accuratelly to your situation. Not done on purpose though. As far as the comments related to California and Vermont being the only ones to process I-130s, Thank you! Didn't even know it works like that. As like everyone else, the only option in this kind of processes is to "Get in line and Wait your turn"

CSC was slow, but it's changing. ;) Don't look at the processing time at the time you just sent your petition. It really doesn't mean anything.

K-1 Visa Timeline AOS Timeline

- Aug 31st, 2011 - Mailed I-129F package - May 29th, 2012 - Mailed AOS/EAD/AP package

- Apr 13th, 2012 - Visa received - Aug 24th, 2012 - Green Card received

Mostly.

There are two lines.

There's load balancing done, as well, based on what's in the current queue. IMO, that's the only reason yer casefile was sent to CSC.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
Ya know, you can find the answer to your question with the advanced search tool, when using a PC? Ditch the handphone, come back later on a PC, and try again.

So the timelines are based on NOA2s, and not estimates for people who just got their NOA1s.. Correct?

Yes, the estimates you see at the bottom of your time are based on when people receive their NOA2. It's the time it takes from NOA1 to NOA2.
