can anybody tell me if the noa 2 # is the number the consulate uses or if nvc issues the final number

IF you are referring to the DOS case number, NVC issued a number for our case at the Guangzhou consulate starting with a number GUZ#########. Since the NVC and Consulate are Department of State, the number used by the consulate will be the number issued by NVC, not the ones from USCIS which comes under Homeland Security.
