Tourist Visa (before K-1 Visa?)

I was reading another thread here and a link was posted showing the refusal rates for various countries. I was surprised to see that Russia (where my girlfriend lives) is relatively low. Am I missing something or is Russia really only 10% denial? Probably 90% of those are young, single and beautiful girls, I'm guessing, right? See the link below:

I got to think how nice it would be if she could come stay here for some time during the K-1 visa process. It would sure make the wait a lot less difficult. My question is this: Would it be a good idea to apply for the tourist visa before sending in my I-129F application? I should mention that we're really not even engaged yet and haven't decided 100% that I'll even file for the K-1, but if I do decide to, it would be nice to have the option of her coming here!

My girlfriend owns a flat, a car and has a decent government job. She has strong family ties but I don't really know how that can be proven. It seems like she might have a shot at the visa. What do you guys think?
