Yes they do except co-sponsors. Your co-sponsor will need to fill out form 1-864

Make sure they read through the instruction careful and thoroughly.. Make sure they understand what they are signing.

When a K1 visa is being sought, an Embassy or Consulate has the discretion to disallow co-sponsors (this is not the case when an immigrant visa is being sought as joint sponsors are allowed by law).

The OP has indicated they are going through the K1 process; I have seen many posts here on VJ stating the Embassy in Manilla disallows co-sponsors in K visa cases (perhaps something has changed recently that I'm not aware of).

The link provided by Wally Greene is for the I-864 which is used during the Adjustment of Status process and for those who are seeking immigrant visas. It is not typically used during the K visa process, the I-134 is typically used instead.

my lawyer told me 3 dependent is fine is this true?

the chart says HOUSEHOLD SIZE>. not Dependents..

On a K-1, I recently read a posting where the CO at the Manila embassy requested they get a co-sponor as the petitioners income was inadequate. So it seems it is sort of discretionary wth Manila.

The CO has some discretion, and the closer the relation, the better. However, they would be joint sponsors, not co-sponsors. The joint sponsor would have to meet the income requirement on his/her own based on the joint sponsor's household size plus the immigrant.

The I-134 is not enforceable, so unless the offer is credible, the CO is not likely to accept a joint sponsor.
