It is needed because they are married more than 2 years now. So they need to file that to get a 10 year card.

that's it if they want her to have a 10 yrs GC.they said its fine if its just 2 yrs GC as long as she can establish her status.just incase the USCIS send them an RFE and asking I-130 theyre going to submit 1.

We have also seen cases on this board where people have been married more than 2 years and have gotten 2-year GC. That is why people recommend the I-130, so it guarantees a 10-year if the couple has been married over 2 years.
