What to do if you file K1 or CR1 but the couple will not reside in the US?

I have a girl friend who is happily engaged with her american fiance' who lives in Korea for work purposes. (Not Military) My girl friend has a tourist visa for Korea as well.

They both wanted to be together for good since the plane ticket for visits is getting costly. They both don't want to stay in the US. So what will best thing to do?

They file no US paperwork if they don't want to live in the US. They need to work on immigration for Korea.

But she wants to be able to come to the US for the holidays or maybe longer than tourist visa for US allows.

No such thing, sorry. She will need a tourist visa and will have to leave when her time is up. There is no permanent visa to come and go to the US freely; that is US citizenship.
