I used to work in Singapore for almost 10 months and because of that im required to submit Singapore Certificate of Clearance (COC). The Singapore Police Force has cease issuing the Certificate of No Criminal Conviction (CNCC) to non-Singapore Citizens with effect from Oct 2010. So i printed out this link http://www.spf.gov.sg/epc/cncc_notice.htm'>http://www.spf.gov.sg/epc/cncc_notice.htm and brought to US embassy with me on my interview last January 13, 2012, they took the copy of it but they still required me to submit Singapore COC. The consulate gave me a request letter requiring me to obtain a Certificate of Clearance (COC) and state that a Statutory Declaration of no criminal conviction by the applicant is not acceptable as evidence that he/she don't have criminal convictions.

So if you dont have Singapore COC yet,i advise you not to apply for Statutory declaration coz consulate will not accept it,and also dont apply for COC before interview coz this is going to be complicated and too much work and sometimes other applicants spent too much money for nothing because the Singapore refused to give them COC because they dont have request letter. You can always call the Call Center of US Embassy to ask how to have a copy of it.

What i am sharing you is base only on my own experience. If you dont have COC it will only coz delay on your visa but not totally denied so If you dont wanna be stress before interview because of COC, take my advise unless you are in hurry. Wait until your interview appointment. Request letter is very important in processing COC and you can have a copy of it on your interview if the consulate will require you.

I plan to go Singapore on february 2012, and i will update and let you know what happen.

Here is a new policy. My co-worker sent this info to me.

Certificate of Clearance

Available. The police records for Singapore may be considered complete from their origins to the present, except for the "occupation" period during World War II.

For all applicants, a form letter from the requesting/processing office (NVC, KCC, Embassy, employer etc.) is required to obtain a Certificate of Clearance (COC). Such letter should specify the need for the clearance and state explicitly that "a statutory declaration of no criminal conviction by the applicant is not acceptable as evidence that he/she does not have criminal convictions". The COC will be sent directly to the requesting/processing office.

Applicants residing in Singapore are to appear in person at the COC Office located at Blk D Police Cantonment Complex, #02-07/08, 391 New Bridge Road , Singapore 088762. The office is open from 8.30am to 12.30pm , Monday to Friday (excluding public holidays).

Applicants residing overseas should submit their applications (original) addressed to: Head Criminal Records, CID ( COC ), Blk D Police Cantonment Complex, #02-07/08, 391 New Bridge Road , Singapore 088762.

Processing time for each application is about 10 working days.

Processing fee is S$45.00 per application. Payment can be made by cash, NETS , cash card, or credit cards (VISA/MASTERCARD) for walk-in application. Application sent by post (from overseas) must be accompanied by a bank draft made payable to 'Head Criminal Records CID ' through a Singapore-based bank. In addition to the processing fee, a postage fee of S$5.00 must be included in the payment (total S$50.00) if the COC is to be mailed. Payment is non- refundable once the application is accepted.

All applicants must complete the Certificate of Clearance application form available at http://www.spf.gov.sg/faqs/doc/coc_appform.pdf'>http://www.spf.gov.sg/faqs/doc/coc_appform.pdf in full and submit it with the necessary supporting documents:

· A set of applicant's fingerprint impressions (ten prints). Applicants applying in person will be fingerprinted at the COC office at the time of application. For application by post from overseas, the applicant must submit a set of his/her fingerprint impressions taken by a qualified Fingerprint Officer at a Police Station or an authorized office of the country he/she is now residing.

· A photocopy of applicant's valid passport (showing biodata page).

· Two recent passport-sized photographs. Instant photo machine is available outside COC Office for applicants who appear in person (cost: S$7, approx. USD5.50, for 4 passport size photos).

· Photocopy of document from relevant consulate/immigration authority/government bodies or other requestor to establish that the certificate is required by such authority and that a statutory declaration of no criminal conviction by the applicant is not acceptable as evidence that s/he has no criminal convictions. All documents are to be translated into English if written in other languages.

Not all information are written in their website. When i talked to the person from Singapore who answered the phone, she said the information in their website is for Singapore Citizens only but they give execption to Non- Singaporean only if they can provide Request letter from Authority. US embassy will not ask something if they know its not possible. Dont just rely on the links and websites, giving them a call is more important and more helpful. All you have to do is call and ask both US embassy and Singapore Police Force and based on my own experience both agencies are accommodating and will give you information you need based on what you will ask. When you call Singapore dont forget to ask what are the requirements for Non- Singaporens. I also tried to send them email to inquire for COC and they replied.. I went to Singapore last March 5 2012. I applied personally in their office for COC last March 6. Singapore Police Force send my COC to US embassy in Manila last March 22. the US embassy received the COC last March 2.

Singapore Police Force Building is near China Town.

Again... Don't just rely on their websites. Give them a call & send email!!!!

SPF sent COC to US Embassy - February 22,2012

COC arrived in US Embassy - March 2,2012

US Embassy called me to inform that the COC arrived. They asked me to send them back my passport through 2GO (free of charge), i didnt pay anything! I only bring my Passport, letter from embassy they gave me during my interview.

Buy your own brown envelope for your passport before you go 2GO.

Sent passport to US Embassy - March 2, 2012

Passport arrived in US Embassy - March 5, 2012

What wa the date on your receipt when you apid it in person in Singapore. I'm just trying to gauge ours cuz we have a date of March 29 that it os supposedly going to be sent from spf to the us embassy in manila. Our interview is april 13 and were hoping it'll be in by then. I just looked in my calendar and that timeline seem to be consistent with the 10 business days they told us give or take a couple days. That took a wile to get to Manila though... Almost 2 weeks.

US Embassy called me to inform that the COC arrived. They asked me to send them back my passport through 2GO (free of charge), i didnt pay anything! I only bring my Passport, letter from embassy they gave me during my interview.

I called the embassy again and the agent told me that the visa has been approved. They just printed my visa that morning and will process it again for 2 working days before sending it to 2GO.

Visa issued/printed - March 22, 2012

Visa Arrived!!!!!! - March 29, 2012

US Embassy Manila to 2GO Lipa City branch is a Next Day Delivery.(I'm from Lipa City)

Before they deliver the visa they gave me a call for our house direction. So., never leave your phone unattended coz 2GO might give you a call too.

Very Happy!!!!! THANK GOD!!!!

All you have to do is call and ask both US embassy and Singapore Police Force and based on my own experience both agencies are accommodating and will give you information you need based on what you will ask. Do you have the email still? I need to figure out what to , my wife is going there soon and I want to make sure she has this before her interview takes place. Thank you for any help you can provide.

07AUG12 - Got a notice that evidence has not been submitted yet

07AUG12 - Called office and was told to resubmit, did so to the same fax number

08AUG12 - Still no status on approval or denial of expedite process.

09AUG12 - Called office and they said wait 15 days before calling to find out about missing RFE in mail.

27AUG12 - NAO2 Received

30AUG12 - NVC Received Package

04SEP12 - NVC Gave us MNL and Case Number

10OCT12 - Singapore Clearance sent to Embassy

19OCT12 - Interview Date ( approved )

21OCT12 - Missing Singapore clearance

20NOV12 - Visa Complete and printed at 2GO

20NOV12 - Tickets purchased

21NOV12 - Arrival in San Diego, CA

dont even trust the email they reply to you.. even to think printing them and showing to the consul...it is gonna be futile..

get the COC no matter what..the SPF even confuse themselves of the dates they posted on their website regarding the cessation of COC and later

wrote me an apology for the mistake.. this will tell us.. that most if not all of what they tell on their websites are not reliable..

just be assertive...think of two options and do it if u can..

July 9, 2009 - received NOA1 (thanks God)

Sept. 9, 2009 - received approval email from USCIS thru CRIS

Sept. 14, 2009 - NOA2 hardcopy received by husband

Sept. 18, 2009 - case number assigned (NVC process starts)

Nov. 4, 2009 - CASE COMPLETE @NVC!

Nov. 13, 2009 - interview date assigned by NVC

DEC. 10, 2009 AT 6:30AM

re scheduled DECEMBER 1, 2009- INTERVIEW - white slip (passport and medical results from st. luke

Dec 14, 2009 - VISA received

Dec 21, 2009 - USA arrival (POE - San francisco)

Jan. 6, 2010 - SSN received

Jan. 7, 2010 - 2 years GC received

We are going through the same thing, thanks for your posts. Once we get the Manila case number, we are going to call the US embassy and request the letter we need to send to Singapore for the coc. No sense going to Manila interview and then have to send for the coc. We want it before the interview account my fiancée lives 6 hours bus ride from Manila and no sense making two trips. We feel this will speed up the process so my love can get her visa asap. Hope this helps anybody.
