Most all if not all International Airports are set up so that people don't have to leave the International Zone in order to catch their connecting flight. In fact I don't know of any that aren't set up that way.

I know a LOT. Virtually any ( probably just all ) international airport in the United States of America does not have transit zones.

You can't connect from Russia to Mexico via NYC without some sort of documents to pass through CBP.
