Hello it's almost time for ROC. I was reading the instructions for form I-751 and under the heading "what initial evidence is required" number two says "two completed fingerprint cards (form FD-258)...". I thought it was electronic fingerprints and how can you send it with your initial package if you can't take them until you've submitted the package and get an appointment? What am I not getting?

Finger print cards are for military and military spouse applying over seas.

Please re-read the instructions. You will see they quite clearly explain that it's for military stationed overseas (as Inky stated).

What Initial Evidence is required?

Permanent Resident card

<snip>

Exception

Those who reside overseas pursuant to military or Government orders... <snip>, must submit the following items with From I-751:

1. Two passport-style photos....

2. Two completed fingerprint cards

I'm not trying to be rude but if you misunderstood that then you probably missed other important things. I suggest printing the instructions and reading carefully and highlighting items as you go.
