It has just occurred to me that if Lockheed has already made the tooling for building the F-35, fixing that may be a problem. If it only needs a design change, then Lockheed should just need time to fix it.

Most carrier-based aircraft only respond to enemy aircraft that're already detected (by other planes or the ships themselves) or attack surface vessels or land-based targets (which are also already detected.)

The F-22 is a true air superiority fighter that operates forward of and independent from early warning aircraft or land-based detection systems so it needs a stealth capability. Simply put, naval aircraft do not.
